Rhos on Sea – Coastal Defence Project

Work starts: 23 May 2022
Work finishes: Spring 2023

What is happening?
We are improving the coastal defences by importing approximately 1 million tonnes of sand to place in front of the existing seawall. This will protect the seawall and the properties and infrastructure behind it from the continued threat of the sea and accepted climate change levels.

The coastal works also include extending a number of outfalls down to the lower beach, and modifying a rock groyne next to Rhos Harbour. The finished groyne will be higher and wider, and will have a new arm added to create a fish tail design.

The scheme also includes improvements to the promenade, widening it to provide more space for pedestrians and cyclists and upgrading the street furniture and lighting. We are adding play and recreation spaces, shelters, planters, public art and event spaces.

Will the road be closed?
Yes – during the construction work all traffic will be diverted up and over the top of the Cayley embankment.

How will this affect parking?
The parking spaces on this section of West Promenade will not be available during the work, as this road will closed.

Can pedestrians and cyclists still use the promenade?
Some sections of the promenade will be closed off to allow the construction work to take place safely. We will minimise this disruption as far as safety allows, and provide a safe diversion route.

There will be a route for pedestrians and cyclists along the bottom of Cayley Embankment.

What’s happening with the kiosks?
We have secured funding to replace the existing kiosks with modern facilities. We are working closely with our contractors and the tenants of the existing kiosks to keep them open for as long as possible before they are demolished.

What’s happening with the proposed road layout?
We will carry out further public consultation on the final road layout over the next few months. We will provide updates on our website and on the site noticeboard.

Timetable

18 May 2022Near Colwyn Bay pier: deliveries to site begin
23 May 2022West Promenade: road closed in front of Cayley Embankment
May-June 2022Beach west of Colwyn Bay pier: building the large sand pipe – areas of the beach will be closed to the public. West Promenade: site compound set up, work begins on promenade

September 2022Finish importing sand onto beach
Spring 2023West Promenade: work finishes

Why are you starting this work in the summer?

There are practical and environmental reasons for importing the sand over the summer, such as needing calm seas and avoiding the overwintering birds season.

The scheme will take 12 months to complete, which means that we would be working through one summer season whenever we started work.

Gwaith yn dechrau: 23 Mai 2022
Gwaith yn dod i ben: Gwanwyn 2023

Beth sy’n digwydd?
Rydym yn gwella’r amddiffynfeydd arfordirol drwy fewnforio oddeutu 1 miliwn tunnell o dywod i’w osod o flaen y morglawdd presennol. Bydd hyn yn amddiffyn y morglawdd a’r eiddo a’r seilwaith y tu ôl iddo rhag bygythiad parhaus y môr a lefelau newid hinsawdd arferol.

Mae’r gwaith arfordirol hefyd yn cynnwys ymestyn nifer o ollyngfeydd i lawr i’r traeth is, ac addasu grwyn cerrig wrth Harbwr Rhos. Bydd y grwyn gorffenedig yn uwch ac yn ehangach a bydd braich newydd yn cael ei hychwanegu i greu dyluniad cynffon pysgodyn.

Mae’r cynllun hefyd yn cynnwys gwelliannau i’r promenâd, gan ei ehangu i ddarparu mwy o le i gerddwyr a beicwyr ac uwchraddio’r celfi stryd a goleuadau. Rydym yn ychwanegu mannau chwarae a mannau hamdden, cysgodfannau, planwyr, celf gyhoeddus a lleoedd digwyddiadau.

A fydd y ffordd ar gau?
Bydd – Yn ystod y gwaith adeiladu, caiff yr holl draffig ei ddargyfeirio i fyny a thros arglawdd Cayley.

Sut fydd hyn yn effeithio ar barcio?
Ni fydd y mannau parcio yn y rhan hon o Bromenâd y Gorllewin ar gael yn ystod y gwaith, oherwydd bydd y ffordd wedi cau.

A all cerddwyr a beicwyr ddefnyddio’r promenâd o hyd?
Bydd rhai rhannau o’r promenâd ar gau er mwyn caniatáu i’r gwaith adeiladu gael ei wneud yn ddiogel. Fe fyddwn yn lleihau’r amhariad hwn cyn belled ag sy’n ddiogel, a bydd llwybr gwyro diogel yn cael ei ddarparu.

Bydd llwybr i gerddwyr a beicwyr ar hyd gwaelod Arglawdd Cayley.

Beth sy’n digwydd gyda’r ciosgau?
Rydym wedi sicrhau cyllid i ddisodli’r ciosgau presennol gyda chyfleusterau modern. Rydym yn gweithio’n agos gyda’n contractwyr a thenantiaid y ciosgau presennol i’w cadw ar agor gyhyd ag sy’n bosibl cyn iddynt gael eu dymchwel.

Beth sy’n digwydd gyda gosodiad arfaethedig y ffordd?
Fe fyddwn yn cynnal ymgynghoriad cyhoeddus pellach ar osodiad terfynol y ffordd dros y misoedd nesaf. Fe fyddwn yn darparu diweddariadau ar ein gwefan ac ar hysbysfwrdd y safle.

Pam fyddwch chi’n dechrau’r gwaith hwn yn yr haf?
Mae rhesymau ymarferol ac amgylcheddol dros fewnforio tywod dros yr haf, fel bod angen môr tawel, ac osgoi tymor adar gaeafu.

Fe fydd y cynllun hwn yn cymryd 12 mis i’w gwblhau, sy’n golygu y byddem yn gweithio trwy dymor yr haf un flwyddyn, pryd bynnag fyddai’r gwaith yn dechrau.
